As you read this case study about drone strikes, consider chapter 9 in the text and the infographic below. The “war” against terrorism threatens to undermine much of the international law of war that has existed since the seventeenth century. The fundamental problem in applying the law of war to terrorism and insurgency is that the law of war relies heavily on a clear distinction between who is a combatant and who is not, whereas insurgent and terrorist strategies depend on erasing that distinction. The U.S. government has adopted a strategy of using commando attacks and drones to attack terrorists around the world. Brennan argued that drone strikes meet four basic requirements for the legal use of force:
1. The principle of necessity (target must have military value)
2. The principle of distinction (only military objectives targeted)
3. The principle of proportionality (force proportional to military gain)
4. The principle of humanity (weapons cause no unnecessary suffering)
Critics raise concerns with Brennan’s argument. The U.S. approach leaves it up to the United States to determine who is a legitimate target and who is not. There is no international legal standard. Of particular concern is the use of profile attacks, in which a target is not a culpable individual, but a person or group, that fits the profile.
What is the best way to balance the need to combat terrorism with the desire to maintain clear limits on who can be attacked and where attacks can take place? How should states balance the desire to follow international law with the goal of protecting themselves from attacks?

The subject will complement/illuminate the subjects covered in the course. This paper will be a readable and interesting short academic research paper, with footnotes/endnotes and a bibliography. This paper should have endnotes and references in the Chicago style https://owl.english.purdue.edu/owl/resource/717/01/. Additional information, not citations, should be in footnotes.
My topic of choice is: How China Steals/Counter-steals US intelligence. You can freely choose whether to focus on stealing intelligence or counter-stealing, you can only choose one. Also, I would suggest however that you try to focus it a bit since the paper is not very long. So maybe focus on a specific type of activity, or some specific cases. Professors will be looking for more specific topics rather than broad texts. It is therefore important to be able to find specific cases as research objects.

Your plan for facilitating a meeting of stakeholders and rights holders, if appropriate
5. Your presentation must be a video, ten minutes in length, and include a minimum of five visual images.
Pay close attention to the length of your video, it should not exceed 10 minutes and 30 seconds. Content appearing after the time limit will not be marked.
6. Your presentation should be created using PowerPoint, Keynote, Prezio or another type of presentation software.
7. The title of your presentation must include the Case Study name.
8. Upload a hyperlink to your presentation in the discussion board created for this assignment. The link must provide immediate access to your video (no copy and paste required).
